If the nightmares can climb, rendering the ladder is useless. If you need to get down again, rendering the ladder useless is bad. When you render the ladder useless, you can't use it as makeshift bridge to get to another building. What about pulling the ladder up instead of destroying it? The longer this goes on the more unconscionable it seems that they decided to just cover up her power without any sort of backup plan. Like, what if Malhart had a heart attack?
The magic kids could probably have easily stolen a black crystal prior to now and given it to Chernyl to use in case of emergency.

1. how should they climb if they have no arms? If they somehow can, it would take them too long to get up there
2. why would they want to go down again when 30 monsters block the whole floor? If they are unable to jump to another building it would be their doom anyway, and falling down would still be more comfortable than what those nightmares would do to them.
3. the ladder could either be to heavy to lift, attached to the wall, or be too small to fit the gap between the buildings. Probably just not worth the trouble.
I get why everyone hates the secret police, but except agent 3 tinking he is number 2, they have yet to show any serious incompetence despite their incredible arrogance. In fact, nuking Haven does seem like a better idea every time we learn more about chernyls power
