And yet if they don't, the Empire is left vulnarable to the same kind of techniques. And if they let it run free, you get power structures like Heroland where power determines status.

Do we know yet who Veda's "creepy servant" is? I don't off the top of my head seeing anyone that would fit that bill.
That said, I've been growing ever more distrustful of both Ciel and her vague explanations as to her origin. I don't have any reason to think it beyond just a gut feeling, but I've been suspicious that Ciel and Veda were strongly linked in some fashion - and now having some unseen "Creepy servant" makes me even more suspicious. Especially since it was exactly at the point in the conversation at which this became relevant that Ciel steered Noah away, and seems amused by the conversation herself.
But again, no proof. Just this weird gut feeling. Definitely looking forward to seeing if we ever get answers on it.

The creepy servant has been heavily implied previously to be Nail. People often find a surprisingly affable and competent person who is wrapped head to toe with clothing so thick that literally no part of their body is directly visible, to be creepy.
Particularly when their stock response is "I have a medical condition."
Keep in mind this is Justopea which has a strong emphasis on conformity.

I wondered about Nail, but he never really gave me a "Servant" vibe. Agent or associate, but not really more "Servant" than say Prof. Null, or one of many other characters also associated with Veda who are called creepy.
That said, it could very well be Nail. Two characters gossiping about people they're not overly familiar with could have any number of interpretations. I guess we'll have to wait and see!

@Torizo: "Subordinate" implies something like military level of organization. An officer wouldn't give a rival project such an honour. Thus, the closest he can say is "servant".

Nail always looked like Lina's underling to me. I wouldn't be surprised if he was some kind of construct or undead under her control, at least that's the vibe I got.
