@Bisected: With the noted exception that the this emperor seems to of maintained a lot more power than any historical instance of the idea.
Then again I haven't studied the laws of any of these systems (fictional or otherwise) in detail.

yeah in this system its very obvious the President who are a figurehead, not the Emperor.
Unlike in the Scandinavian or Japanese system, where the monac dont hold actual power. But more serves as a national figurehead.

It does rather accurately describe the current situation, though. One bad election, and somebody hostile to the President is in the Emperors chambers. Probably several somebodies.
