Ciel be like: Goddamn it Noah, do you want to advance the plot of this comic or not?
To be quite honest, if I was Noah, I'd be uncertain if I wanted to advance the plot like this... Scouting is fine, but I'm still fairly certain that these kids are going to get publically executed by the empire as a warning example if he sells them out... and that would make for quiiite a lot of guilt and regret on Noah's part...

I am also a little disapointed with Noah, on him being so willing to help the empire that he is actually ready to show personal initiative.
I really dont think he owe someone who would have executed him under other circumstances that degree of loyalty.
