I think he would, but not maliciously. He'd probably hurt someone if it's the best option for getting himself or Pablo out of danger. Probably Pablo; I doubt anyone in there is a legitimate threat to Burk except possibly the baron himself.

I think Burk just circumvents the rules. So from his point of view he keeps promise. From the external point of view he doesn't care.
