Either Burk's so awesome that he doesn't need to hear the conditions in order to abide by them - which I wouldn't be surprised by - , he's just trying to get along with his intended task and wants to plausible deniability for if and when he goes against one of Pablo's conditions, or there's some other reason, or lack there of, for him so readily accepting the conditions without hearing them first. Personally, I like my first listed possibility best.
