Maybe the purpose of the bluff is to force the executive to call it. When that happens instead of an army there's a bunch of criminals that figures out the contracts that bound them into heroland service are void.
Otherwise if the bluff isn't called they're all scared into submission.
Nightstud must have figured out at least part of what happened since he got his powers back. He also did say that he was a friend of icy queen so she may have contacted him.

If and when people start figuring out they're no longer bound by any contracts, that should be about where the "real bad guys" show up, in the form of the criminal heroes. Then if that comes to pass, it'll be a matter of who picks whose side in the hero fight...

Either way, it can't be successful, it would be a downer, AND we've seen Logan on his way to support Burk. It would be sad if Logan only beat a couple of mooks, where's the honor in that?

Even if she isn't bluffing are all the heroes present bound by the contracts? I was kind of assuming that the contracts were a local thing, not the backbone of Heroland. Otherwise I would think the top executives and white stars would have been here regardless of Dolk's request.

Hammerman seems into his role as hero, I don't think he is one. Mr. Cool showed concern for bystanders, so I don't think he is one, too. Opposum Girl, Sexy Guy and Blue Woman I can't judge.
