According to page 3814 that is a Herotech Shader in the third panel. It seems as shaders get more powerful they get both more armor and authority, and Kaiser is probably in the highest rank a Shader can reach.

Honestly, at this point, I'm kinda curious as to what comes AFTER Burk puts his bandanna on. Though, given his characterization so far, sheer numbers should never push him that far, and the hero drop gives nothing new except sheer numbers.

Guess there're a few ways to interpret that scene! Guesses:
1. That shader was trying to kick Burk at that spot within that shader's reflex-time (so the shader hasn't yet noticed that Burk's already long dodged it) -- though the other two are lagging behind Burk less (probably speedier?).
2. That shader's doing a fast flying-kick and, rather than trying to time a precise kick (especially against a speedy opponent), they're just kicking as fast as they can.
3. It's some sort of special "spirit technique" that requires completion and the shader's locked into it.
4. That shader realizes that he can't actually fight Burk, so they're just trying to look busy.

@simplybecause Ultraviolent Carbohydrate (the one in the bunny mask) is basically just a spirit user. There might have been something about getting energy by eating sweets, but mainly, she's fast. Berry Cool (the shark rider and her mentor) thinks even white star heroes would have trouble dealing with her speed.

Maybe they all are recreating some scenes from Hong Kong movies, where the fighters are often basically showing off (or it seems to be the only reason for their moves).
Though I'm inclined to agree with Storm's option number one - that Burk just dodged them all.
