the whole hero organisation thing isint as silly as it might look tho. Sure, it can cause problems if someone means well but on the other side you can reach tony stark's viewpoint from civil war where would-be heroes should be registered and held accountable for whatever issues they might raise as they "try" to be helpful.
Kind like when you see super hero level whole city blocks to save a few persons :P
