I honestly kinda wonder why "magic research" in D&D isn't the equivalent of "secret weapons research" irl... presumably it's due to the fact that D&D is kinda meh when it comes to homebrewing spells... (Contrast that to EON's arcane homebrewing systems, which are so extensive and detailed that you almost kinda have to actually research how to make your own spells irl...)

Likely the main reason for why "magic research" in d&d isnt the equivalent of secret weapon research, is that for a very large part, whats being discovered isnt something new, its a rediscovery of what some more famous wizard has already been seen doing.
Without the internet. And with an incentive to hoard secrets, the "wheel" is constantly being reinvented as forgotten secrets are rediscovered then lost.
