I think it is more like they contain information about people Burk interacts with, relatives, training masters, adversaries, whatever. A file could be an "episode", an event that happened to Burk and it is being tracked. So no, it does not imply that there are more Burks out there.
That being said, it is very likely that there are several individuals the Heroland is actively keeping an eye on and creates files about, so in that sense, yes, there are more tracked "Burks" out there. (I assume Held could be one as they tried to recruit her caretaker at one point...)

And if his family IS related to one of the most dangerous criminal organizations in the world, as many of us were guessing after reading page 886, it makes sense that Heroland would not only have a file on them, but also want to avoid upsetting them.

Burk stated that his mother wore apron with insignia of one of the Wolrd's Super Powers, Oceanic Cartel.
And it's implied his sister is master thief or at least mater lockpicker.
Plus his brother is fighter or martial artist of some kind.
Considering this page...
I will go out of limb and say that his father is someone high ranking from Heroland and if Burk's family ever becomes a well known it would be a sledgehammer to Heroland's reputation.

Alternatively, Burk has a hypothesized connection to the Oceanic Cartel via his mother mentioned in the early Pirate of the Storm arc. If I recall correctly, he mentions his mother wore their logo on her apron.
Something like that, anyway. He also has at least one sibling, but I forget whether it was a brother or sister.
So playing with what-ifs, #24 could refer to an agreement with the Oceanic Cartel not to interfere with certain members including his mother/brother/sister, and our loquacious hero could here be referring to how that didn't explicitly protect Burk.
But it's probably something else.

To be fair to Sporf, Heroman was, clearly erroneously as this is a meeting of white star heroes, labeled a gold star on that very page when it was first posted. Nice to see Neorice fixed the error.

I believe, the apron indicates that one of Burk's parents holds some position in the cartel. In simplest case his mother could be a bloodthirsty pirate, who needs an apron to personally butcher her prisoners. Or it could be a red herring, and she's just a lowly maid. Or it could be a double subversion, and while the mother is unimportant, the father is a cartel executive.
And in APTGG there were two scenes, when Burk and Sunny said similar things several pages apart (111-112 and 123): "How many people does it take to beat a mage? ... One. ... Anyone who understands. The power that is humanity." and "I'm a man who's fascinated with the struggle of humanity". They could be related or know each other well. Shortly before that Burk mentioned his level-headed brother.
