Yup, it's Logan. His title is "Sky Cleaver", so it's not unlikely he is able to cause rain. He probably didn't do it against Burk because he didn't think it would help, especially indoors.
This does raise the question of what his intentions actually are, though. He refused to confirm Burk's illegal activities to Heroland, but he isn't exactly on Burk's side either.
