I'm not sure what the last panel is supposed to say regarding the "send the kids to mortal danger" bit.
I mean, I like the mask design for the Royal Guards, they're really cool, but I think that the panel could do with a more interesting background.
@WhitemanPT - you raise a good point. Was the Emperor-Veda talk out of panel, or is there something to it?

Veda's discussion with the emperor was intentionally not shown.

The white BG was mostly me experimenting a bit, seeing what works/doesn't work.

The implication is that outside of the royal guards, the level of training between a child & marines barely matters when facing "magic users".
The most important "What's going on" is fairly simple: The Emperor prefers Veda's (off panel) plan over advice given to him by one of his primary military leaders.

I think there is more to the emperor's plan than just the fact that throwing kids at magic users is just as useful as throwing marines at them. I think that they are trying to force the magic users into stopping their attack because they don't want to kill kids. That still doesn't seem to be all of it though... Something else is going on...
