Yeah, I realized that was probably a mole after taking another look, but I don't think the other fellow has freckles. I think he's just a little bit related to Pikachu

cell dude has different hair color, different hair style and even different shoes, this new guy shoes are more like boots rather than normal shoes.

It's the same guy, if you look at other characters like Ariara you'll see the art's changed quite a bit since then in general.
Call me simple, but my first thought was that "Man, this guy must have a very sad sexual-life", if everything he touches turns to gold... Unless, of course, if it's an on-demand effect and not an all-timer, like the one in the classic tale.
It looks like it's an on demand effect. His clothes aren't turned to gold, he had a magic aura when he turned the guy into gold, and he doesn't appear to be actually touching him at all, instead having some short range magic beam or something.
So it's safe to say his magic power is much more functional and less of a curse than Midas's was.
