Vote incentive feels like a lot of plot exposition this time. Burk's and Guy's answers can be just related to their characteristics (strength/bodybuilding reguiring physical training, Guy being mysterious), but can also mean something less obvious (Burk training to be an esper? Training to mask effects of trauma related to becoming esper? Guy having not-yet-revealed, possibly evil motive?)

And then there is Veda's answer...

@ TaranAlvein: This, below the lowest level of Hero Drop, is just releasing a bunch of Shaders, led by a Shader at the capability of a decently high Hero. And I'm saying that this is BELOW the the lowest level because there isn't a White-Star Hero leading it, and page 3809 explicitly stated that it's "unconventional" for that to be the case.

In other words, a Standard Hero Drop sends in an army of Shader's to evacuate or deal with the populace, and a White Star Hero to deal with the actual problem.

The hero drop infographic explicitly mentioned that there are multiple heroes involved, so it can't be just shaders. Based on that and what Kaiser said, a regular hero drop as I picture it is multiple gold star heroes led by a white star hero; this particular drop won't have a white star but will still have gold stars.

They know where Burk and Evyle are, so the heroes are probably dropping at their location. The motel doesn't have much chance of having any real threats around, so it's not worth the heroes immediate attention - which is why they sent a bunch of goons to check it out.

@Tom: I rather suspect that there's more of this catastrophe yet to come (https://www.neorice.com/hoh_tobi_955). So far the heroes haven't been fighting each other after all.

A lot hinges on what Sabrina's accomplished since we saw her last, if she got word out...

As for the numbers needed to take down Burk, that again depends, do these guys even know he's an esper?
