Honestly, is it just me, or does she look more and more like a villain every time we see her? We know she's capable of murder (or at least, we can surmise it), who knows what other secrets she's keeping?
Veda has the same energy as Scarlet from FFVII...
You know, she didn't stutter when he first met her. She talked more or less like a normal person, and even had a house. Now she looks like an alien making a half-hearted effort to seem human.
Maybe the guy who tried to assassinate her messed her up somehow?

On the other hand, she seems to be an entirely platonic exploiter of children, and, considering that her program was a great improvement over The Empire's prior policy, there is no reason to believe her to be anything other than benevolent.
