If Burk WAS a top operative of some sort, who received the same/similar training as the royal guard from Justopia....that would explain SO much....

It's like Nightshade can intuit Burk's threat level.
We have seen a few cases of people being able to intuitively spot extremely powerful people early.
The Nightshade Hero does seem very perceptive. Burk is build like a gorilla, and likely gives off suble clues of martial training. He wasnt the least bit scared of fighting a hero either. Thats suspicious in itself.
Its then at the same time not certain that Nightshade actually think Burk is a operative. But he likely find Burk intriguing. And telling Goldman that he is being investigated by a operative is likely the best way to mess with goldman, who clearly are a jerk.

@Tor I agree, it doesn't seem like Nightshade necessarily believes what he's telling Goldman. He's met Burk firsthand, so he obviously knows that Burk can be a little weird.
The fact that he's still interested in him despite that makes me wonder what he's after.

So you've got somebody who's employed as a bodyguard, who's interested in the local heroes but states that he is not allowed to fight them, who's just been caught wandering into an off-limits area, whom Goldman claims is now spying on him, and whose information is classified.. and the organization is known to employ heroes operating directly under the top.
Burk being an operative of the top has to be way up the list of possibilities for the Nightshade hero to consider given the circumstantial evidence.
Goldman's hand is bare in the 1st panel, gloved in the 3rd.
Burk is an enigma... He literally came from the sky, is very focused on his perceived task, has inexplicable abilities, is a bit odd at times but can drop most of the oddities in favour of implying that he's more on the ball than he lets on when push comes to shove and he may or may not be sent by a higher authority... HE'S MARY POPPINS, Y'ALL!
If Burk is a Undercover top executive, then he is really good at his job :D Noone would ever think of this seeing how he's behaving ^^
Pablo is an undercover operative for the Iron Judge, so Nightshade isn't too far off.
