Well, he was over by the gilded pirate lady so he could have gotten the key off her. Though his comment would further imply that his family is a bit shady.

I re-read the comic three or four times but cant seem to find an answer

Maybe Burk had to be restrained during childhood, to not cause any more trouble, and he found a way to remove restraints. Children can be creative.

Were mainly just a logical deduction about who would have shackled the Judge, and what that would do to the keys :)

Next week starts the 4th story line of the stocks of complaining and why we should not complain about things to the point the author comments about them. >.> 100 panels of the stocks in different setting later is a hard lesson to learn.

The sudden guess: Aristocrat left with Burk's bag, because his amulet pointed at it.
Looks like Burk is losing his pants/gloves performing heavy punches/kicks. While fighting Ariara he losed his gloves just for some panels, but then they appiared again, like he equipped another pair from somewhere. This "somewhere" can be his bag, and who knows what else is in it (the Aristocrat's wish, for example)
Or it could be the Bag of Holding, and Aristocrat just really wanted one

...is Burk actually a god or demi-god of some sort? People are talking about how Burk's sister was apparently shady, but, this isn't pickpocketing, this is literally breaking the rules of a magical curse.
