From what we see before and in Tom RPG, nose bleeding is the main reaction to using magical powers excessively. Your whole body hurts, but nosebleeds are the only outward way you show that 'magic fatigue.'
Come to think of it, Moe's eyes are probably bleeding because he's been trying desperately to escape with his magic over the years.

If you actually manage to turn the Doppler effect into a power, I would be somewhat confused.
Judging by his name, he probably either moves things or changes them. He did bounce Burk around the room, so I'm guessing his power is the former.
