Sure, he's not actually a wizard NOW, but leave it exposed to Burk for a while and he will BECOME one, whether he wants it or not. Burk's will override reality.
Also if my faint and dimming recollection of APTGG does not deceive me, Pablo might not have been a mage, but he DID know how to pull a few interesting tricks out of his hat.

Who says that ISN'T a mage? He might just use runes and in his diplomatic missions isn't allowed to bring any. Because, you know, you don't put your hands in the air for the police while holding a gun!
Even if not, he IS rocking a mage style outfit, you must admit. Maybe he could pretend to be a mage to intimidate foes.

Huh, so the eye sparkle lasts for the whole duration of Burk-O-Vision. Suggesting Burk-O-Vision is a real thing that works something like Tobi's object analysis.
(Though there are also plenty of counterexamples. Like page 44, where there was no reason to use any special Burk senses.)
