- It is a under disguise assasin from Heroland, to take revenge.
- A rival diplomat. He wants to make under the table amends with Piper.
- A group of ghouls. Our heroes are the dinner themselves.

AFAICT Pablo left Livarall alone, so the fact that the invitation goes for everyone accompanying him as well indicates that the info regarding him and his team comes from Heroland (who knows he's in a team) rather than his homeland.
Unless I'm missing a huge element here, Pablo is savvy enough to suspect about it.
