Interesting that Hero Man is only a gold star hero, I thought this was a white star meeting.

What I assume it means is not that th hero is considered irrelevant, but that once you make it to white star your fame level is no longer officially tracked; the idea being that simply being admitted to the elites at all is worth far more than any other claim to fame could be.

Irrelevant doesn't strictly mean that it's low; it's just not considered relevant. Not by whoever's tracking their statistics, at least.
So right now it's hard to say if this guy's actually popular or not.

@ Nathan400: Having never paid any direct attention to the story Homelander's from, my assumption is that it's because he's a seemingly blond "Superman" analogy who is a leader in a nefarious "hero" organization.
From what little I know of The Boyz, the only step from there to Homelander is having the system they almost lead & their personal power be utilized to cover up potential problematic issues from their personal life.
