To be fair, this is the city of heroes, where they see mock fights regularly. They might be somewhat numbed to heroes running around doing shenanigans.

Also, if you see a floating GameSphere chasing a half naked buff man, your first thought is probably curiosity rather than "i should immediately flee the vicinity".

@Player_03 Not saying much, as conventional weapons are technically anti-esper weapons, as they need a presence of magic to do wonky stuff with it. Noel confirmed this in an earlier chapter.

@zed. It's not just here though. In Lorg a city without heroes in any form. When the ghouls led Toby through the city. The streets were full, when if ghouls are as dangerous as said. The streets should have emptied as they approached. Both the Paladin and Infinite'sgoons backed off the moment they realized the ghouls were there, but the townspeople paid them no mind as the walking murder machines made their way through town. I thought maybe it was just kind of an oversight at the time, but now I wonder.

Technically, they stayed clear of Tobi, who attracted the attention of ghouls. It is a well known(?) fact that ghouls hyperfixate objectives, so I'm guessing that the citizens have already learned to just mind their own business and pray they aren't said objective.

Associating with Tobi at that point would mean interfering with something ghouls are paying attention to.

that does imply they know about ghouls. for all we know ghouls where a secret to the masses. infinite's gang seem to be fairly large and enough on a pain for Paladin to know about them so they could have learned about ghouls during their activity.

@Gray Well more specifically, it's a weapon you might reasonably pick to take down Burk if you believe Burk is an esper. We've already seen that Vonesperda goes for the eyes.
