I think the whole premise is wrong; if Goldman's publicly defeated by a no-name, that's a huge hit to his reputation and the Hero Program, right? I mean the heroes are public personas, so even if Burk came from the top he would be publicly beating a White Star, showing they are beatable, or worse. The risk Goldman can take would be just too much, whatever his power actually is.
