Interesting framing on that last panel. Sounds like PinkEmo here works under a white star too. Explains his interest in Burk. Maybe Logan passed something down the grapevine.

And well its not entirely impossible he works for a White Star. He does seem to be #4 on the board.
But no we dont need anything to explain his interest in Burk. As Burk would agree "he is interesting" to anyone with eyes and ears. Taking an offer to get beaten as a sparring suggestion, and refusing on the ground that he promised not to get into fights, is -not- normal behavior.
It shows Burk didnt really see a problem with fighting a hero. And that reveals him as a hidden powerhouse.
Hold on... in http://www.neorice.com/hoh_tobi_953 it says he is a "rookie" hero and a rising star, so he wasn't at the top at the moment. That could place the events of Tobi before the events of Burk, meaning that the timeline goes like:
Tobi -> Burk -> Noah (maybe)
