Countries rarely rely on diplomats from other countries to solve internal problems. But in the land of adventurers it make a kind of sense.
Speaking of adventurers it strikes me as somewhere between a typical adventurer's guild and dystopia United Nations. And this page is reinforcing that.

Regarding the last panel: I think Pablo should refer to himself as "diplomancer", if he wants to be taken seriously by Burk (who loves rpg cliches, apparently). Hey, he should dual class as Mage/Diplomancer, so everyone would be happy.

I dont know if i would call it dystopian united nations? It sounds more like how the EU, or i guess to a lesser degree the united states, already work.
As it is the heroland system seems in part to protect the member countries from magical threats. And i suspect also serve to keep a lid on any potential minor war between the member states.
Thats already a massive step up from Heroland not existing.
Even if it is then slightly corrupt.
