Well she needs a passport or ID to cross the bridge out of Lorg; it's not required to look at the ocean itself.

But I was thinking something else. What if Three's "static" is an actual auditory response, but encoded (because he has no mouth and must... provide information)? Something like this small robot's sound from Star Wars? Then Tobi could use her techno-sense to decode it, couldn't she?
