Nah, he's a member of the Gorilla Ops.

Getting Half Life 2 vibes, here.

@ Bisected: Don't you mean the Gorilla Order? After all, we do know that he is most likely working for some "Order", as this guy's delivering metal scraps to an "Order Depo".

If, for some reason you are not allowed to continue, the green helmet with the GO turns into a red helmet with STOP on it...

I just realized something bad here. Jellah thinks Nero and the Global Order are a good thing. Don't let him know that they might be after you Tobi. He might not be as helpful then.

That's a shitty job, to say the least.

How much gas would a gasmask mask if a gasmask could mask gas? As much gas as a gasmask could mask if a gasmask could mask gas.
Misquoted tongue-twisters aside, I have to wonder where all the bodies come from in terms of population dynamics though. If life is that cheap in town, where are all the births to support a death rate that gets bodies dumped in the sewers?

@Anonymous Coward:
It hasn't been explicitly stated in the comic; But Lorg's essentially a place where many people travel when they're highly in debt or have no other place to hide.
The severe lack of policing & gambling with your life even when you have no money left attracts many outsiders to participate in stuff like Death Run.

That does make sense, and explains why Nero & the GO is probably the best guys to run this place. Clean enough that they want to clean it, but dirty enough to not care if they kill & murder along the way.
