Is the Neorice setting set in Post-apocaliptic Earth after it suffered at least a two separate Apocalypses?
At least one disaster that heavily depopulated World, caused mutations and creation of elves(either via mutation or gene-engineering). With a new Dark Age. Except for 'Lost Continent' that managed to still hold onto most of modern tech and which was actually safe haven from Lost... Rest of the World.
Then second disaster caused by emergence of Magic that wrecked the Technocrats and which caused refugees from newly Lost Continent flood back into Rest of World in effort to reclaim it/flee even bigger dangers of Lost Continent.
