This is actually the second time we've seen a character with this aesthetic, or the third if you count APTGG.
During the quiz show, "The Blue Bird" was listed as one of the most wanted criminals: https://www.neorice.com/hoh_tobi_2144
And in APTGG, "The Swallow" froze Gaston to the ground before granting him some kind of power-up: https://www.neorice.com/aptgg_163
Does this alchemist have a bird-themed name too? Time will tell!

That alchemist looks kinda ghoul-like with that horn of theirs. Maybe ghouls and black water are related?

I also missed that we saw what was most likely the same character at the start of this chapter (page 3000). They were one of the "cruel and vile magic users" that King Vallan stood up against. At the time, they didn't have the horn but did have the skull insignia.
So perhaps they killed these mages, and at least one came back as a ghoul? They're now being described as an "alchemist" rather than a "magic user," after all.
I would still assume that the mage had a bird-themed name, but who knows about the ghoul.
