So this is getting interesting.
Veda clearly isn't 100% with the empire, otherwise Nail wouldn't hand Chernyl over to her.
And if Nail is confident she isn't dead... will we find out exactly why?

It occurs to me that if Nail really is a strange robot creature, then Veda could be something like one of the meat golems the global order uses. They bleed, are terrifyingly strong, appear to be non-magical, and can shapeshift, which would explain the centipede/snake Veda way back in Noah's first chapter. There's precedence for entities from the factory-city to go rogue and start their own little factions, but I also think the Smile Foundation is controlled by the city so it would link the two plots in a weird way.

I'm not sure Veda is the Hallowman, there were hints of weird stuff going on with her way before Chernyl's power got loose.
She's almost definitely still alive, though.

I don't think Veda is Hallowman. The Grey Child said that "the faceless one" would be among the ones to confront Hallowman and walk into his trap, which makes no sense if he is Veda; Nail is clearly loyal to her and wouldn't fight her.
Also, Veda had to do a LOT of sleuthing and still is only broadly familiar with Chernyl's power. So that probably rules out her being one.
But she's still definitely not a normal person. Remember the guy who tried to shoot her? Somebody on previous pages guessed it was Nail to get rid of him, but for all we know Veda herself could've done it. Just because we've never SEEN her fight doesn't mean she's harmless.
She came clean through the magic test... but the paladin in Tobi's story TECHNICALLY doesn't have magic either, yet... There are also other possibilities...
