Pretty sure the legs are reacting to Hope. They killed Halmer while he was talking about having Faith, then killed Sezah as she talked about shooting them. On the legs first appearance, we see them move without going for the kill, likely because the hopeful person in question just moved outside their range (Halmer talking about his worries being unfounded while he was falling into the sewers)
Actually, it would seem to me that what the legs do is go after people Tempting Fate. Say something like "turned out we had nothing to worry about after all" or "im sure we can defeat then" or "we can do this" and they'll target you specifically.
