You know... even when people go through a plan like this, they still tends to backfire. Big reason here is there’s no way of confirming the target actually died. No author worth their salt will just leave a character not seen dying, left actually dead and not reintroduced to cover up a random plot hole.

Logically, nuking such a high-caliber threat seems to be the ONLY solution. I mean, what are you supposed to do, track down the threat and throw tatical fodder at them, hoping for the best? As far as we know, Justopea doesn't have any Burk-level enforcers guaranteed to neutralize any magic users.
