Oooh, this might not be the best plan, though I see his logic; encouraging all the hired heroes to get the most prisoners theoretically should give a good drive to keep people alive, however that does not necessarily mean any of them will not stoop to fighting other heroes to obtain prisoners in their care.
And that could lead to a lot of unpleasant chaos in their mission.
