I'm more reading foreshadowing into Noah's comment on how incredibly unlikely he is to give her a physical form. Now that he's said specifically that, it's definitely happening eventually.

I'm really hoping that Ciel isn't going to turn out evil, but the Foreshadowing(tm) is too strong!

I don't think Ciel has enough of an active agenda of her own for her to worry about how Noah perceives her. She'll always continue to spout the truth, even if it's at the expense of what we consider her "own interests".

She's an AI with currently zero intent of betraying her purpose of preservation, so as far as she is concerned, there is no reason for her to withhold any of her thoughts from Noah to begin with.
