You know, she didn't stutter when he first met her. She talked more or less like a normal person, and even had a house. Now she looks like an alien making a half-hearted effort to seem human.
Maybe the guy who tried to assassinate her messed her up somehow?

She did stutter when he first met her, but she didn't have her "battle gear" equipped. The makeup makes her more threatening than without it.

@Tom What about page 324 isn't hawt? Aside from the sewerage... Of course, Being, like, ten times his age is an issue. On the other hand, she seems to be an entirely platonic exploiter of children, and, considering that her program was a great improvement over The Empire's prior policy, there is no reason to believe her to be anything other than benevolent.
