Likely for a start, Livarall is the most technologically advanced country in Heroland. That alone should give them a fair bit of weight.

I suspect there's a secondary factor to Liverall diplomats getting such an 'at arms length' respect in addition to just being a nation of semi-high-tech tinkerers.
Maybe the country has some superweapon, or leverage over other leaders that make their ambassadors untouchable beyond normal diplomatic reasons.

Liverall is likely a rich country considering their diplomats tend to have a LOT of clock work and training to use it AND a lot of spending money. Rich country means everyone wants to kiss their arse to avoid hurt trade relations or trade pressure. Long story short, I THINK that Liverall is a country that if you anger them, you'll soon find your trade routes becoming a lot less profitable if they don't out and out collapse.
