I think she is. She seemingly doesn't know nobody but her can do the blue eye thing. That's why she says "This is too easy" every time she encounters a puzzle.

Are there hidden cameras? If there are, then the audience may already see the blue eye effect. Otherwise, this may a surprise for later.

Also it's possible that the head is wired or mechanised too. Maybe it is from a cyborg pigman.

I think the blue x-ray effect is what Tobi is seeing, and for the audience's benefit, yeah. I think the part where Tobi's eyes turn blue is visible in-setting, though.

That is, no one else can see what she's seeing, but if they looked close enough, they'd know her eyes have shifted somehow. mages and other heroic types are reasonably common, so that'd just be assumed to be her power.
