Hmm...
The marine force is made of guys wearing heavy metal armors?
As in, the people going out to see, fighting above the deep, deep salty waters of the vast oceans, are wearing half a ton of solid and tightly attached steel?

That aside, it strike me as odd that those armor guards are the marine force when so far, we've seen them pretty much everywhere in the city...

As it won't be specified at any point during this chapter I'll clarify what you're asking about:

The Empire is an island nation with no natural neighbours. Out of the 3 pillars of defence only the marine one is an active military force (the others are obviously police & a 3rd almost negligible one.)

When it comes to actual wars or international disputes the marines will travel across the sea wearing outfits more similar to the admiral s, but on land they're also used as the primary guards/representatives during official gatherings (e.g. the one shown right now.)

A good way to draw a distinction in the Empire =

See police = civil business.

See marines = government business.

See royal guards = Intelligence business.

I'm sure it could be seen that way. No government in my comic is meant to represent a real world government though, I've just taken some thematic inspiration here and there.

I'd say The Empire is very "hands on" out of most governments in my comic, but I'm gonna leave it to the readers to decide if they consider it "Orwellian" due to that.
