For real though: How well known is the state of the current situation? Or, to put it in other words: How did this "Havel" learn about Chernyl and the nightmare situation? And why did "Havel" wait with calling out to Noah until just after Noel had spoken to Noah by name? And why is "Havel" running at Noah, even though he's aware of and respectful of Noah's personal boundaries?

Yeah, there's, like, half a dozen alarms going off in my head right now...

If I had to guess, we might be dealing with Sclaramancer minions here, and the positive response this Hevel has at Noahs survival might be genuine in the found-a-cool-new toy kinda way.
