On one hand, Ghouls are pretty much immortal, on the other hand all they really have to do is remove it from the train they're on not counting weird power shenanigans, on the other other hand we've kind of seen the damage to the train possibly due to this fight so...

I bet he went under the train car, and they have just left Tobi and the other lady wide open. Assuming that ghouls are spirits powerful enough to fuse with their host, and thus this one will remain amicable to Tobi, then the most likely target is either the paladin or the business woman.
