Evyle is implied to be the Esper that the ghoul was talking about, but it doesn't fit the description of an Esper by Nail... probably.
She IS a magic user, with a freaky power that is. Unless I'm missing something.

@TheMegax Combining what we know of Evyle with what we know of Noel, I'm guessing Evyle is an unusually powerful esper who can outright destroy spirits (rather than just mess with them as Noel does). That makes me think that Burk will be just as immune to Evyle's abilities as he was to Goldman's bullets, though.

So we have magic-users, split in three sub-categories, and espers.

Confirmed espers (unless we're being misled by unreliable narrators shenanigans) are Noel and Evyle.

Then there's Shalhia. Her spirit sight ability seems to match Nail's definition of what an esper is. Though we had some backstory from her about how it's due to working in a black crystal mine or something? Well, either that or it's the other way aroud and it's being an esper that let her survive. (cf. 2055) However, most of Shalhia's demonstrated powers have been based on her symbiotic cells; we have't seen her use esper powers (besides spirit sight) like we have for Evyle.

Then there's Veda, who may or may not be dead. (I'm leaning on not dead, she's too interesting a character to be gone from the story yet.) She is supposedly not a magic-user either, but she has demonstrated weird powers at least oce, when she sent Noah to sleep. (Cf. 324) She most likely also used her powers to get rid of the racist guy who attacked her and was then found dead. (Cf. 546, 547, then 692, 693.)

Lastly, we have Tobi. She may be an esper as well, or she may be something unique due to her origin.

I suspect Levin is also an esper due to the fact that Shaliah doesn't detect any magic ability from him, but he is mentioned as having some sort of weird ability. That he is clearly hiding this ability suggests he uses it to cheat at bloodsports, and may be the player the Smile Foundation wants dead.

We know from http://www.neorice.com/hoh_burk_2041 that espers are people with abilities like magic, but who lack spirit, and that they can and are being actively created by the Global Order. Noel and Evylne's abilities suggest that they seem to work by "hacking" and controlling spirit around them - and that the sight is a side-effect of this ability.

Espers are described as "anti-mages" and the spirit of pandemonium Toby saw specifically tells her that the ones who can see are the enemy suggesting as far as ghouls and spirits are concerned at least, there is no difference between espers and those who can see.

What I find curious is that Noel's existence implies that either espers arise naturally, or the GO was operating in Empire territory at some point. Veda's victory speech indicates it wouldn't be unheard of for the empire to try and create an army of espers.

To be clear, Evyle and Shalhia both are these so-called Espers. They don't have any powers inherent to themselves, but in Shalhia's case has bio-powers granted through unknown means, and Evyle's case is granted powers ostensibly through a Pandemonium spirit. Not having spirit by oneself may not preclude one from utilizing a Pandemonium spirit, as could be the case for Tobi in the future.

Tobi notably does not have "always on" spirit-sight like Noel and Shalia have been confirmed to have (and the Evyle sections have not indicated one way or another). For Tobi to see a spirit, she needs to look at *the magic in action*, and use her power to see the inner workings of things to see the source of the magic.

That's why I think she's something very different from an esper.
