He's got a good point at the end. My guess is that the person with the killing rule hasn't struck yet because they aren't strong enough to do so.

Since the host is one of the player, it would make sense that they have the right to kill, if only to enforce the rule "any player who kills another player will be terminated".

He just seems so very committed to ensuring everyone hates/mistrusts him, and apparently received Infinite's comment about him being completely untrustworthy very positively.

Maybe Infinite's suspicious that Levin's behavior seems compelled, and he's reassuring Levin that he'll play along?

Unpredictability is a key asset to have in games of betrayal and cleverness. And, unfortunately for Levin, he is fairly predictable so far. Somebody set at maximum evil all the time is just as hard to be tricked by as somebody genuinely good.

I'm going to guess that whomever has the privilege of the "Kill anyone" rule may not be ruthless enough to just kill anyone, maybe not even wanting to period.

This does not narrow things down really, as that could include the golem 3 (Maybe) , Tobi, Paladin, the detective guy, and possibly that wormy guy.

Another reason the free kill player might not have made a move, is that, if I understand correctly, the "no killing" rule doesn't protect them either. As in they are free to kill anyone anywhere, but everyone else is free to kill them anytime anywhere. Because they are exempt from ALL rules regarding killing. You definitely would want to be careful when making your move. Levin appears to be fairly good at these games but this was a risky bluff, and one I don't see a good reason to do.
Actually, then again, he might have expected to be called out as a bluff, in which case if he were the free kills guy then that would actually help him.

So all this has made me think that the reason whoever it is that has the rule where they're allowed to kill anyone when they wish has not done so is either, They are either incapable of killing someone through direct conflict. Or they are more than capable of doing so whenever they wish, and are just playing with their food as it were.

That or they just have no wish to do so. Which makes me really curious about what role the Glasses guy has.

Could that gun even kill a top tier magic user? I don't know how good Infinite is at spirit manipulation, but like Aria (pirate of storm)'s ability to take seriously heavy hits makes me wonder if it's even a lethal weapon to Infinite and the pally.

Remember that Paladin and 3 have their own built-in rules that will kill them if they kill others (except magic users presumably). If one of them is exempt from the game's "no killing" rule, then the exemption doesn't actually make them free to kill.

Doe the person allowed to kill actually know that they are exempt from those rules? It would be odd to do make such an exemption without granting them the knowledge to use it, but there are many odd things about this game.

My guess is that the experiment is about power and justice and the roles are as follows:

Cleaners: Toby, Three, Housten, and Infinite, with Housten also being the Host.

Saboteurs: Shaliah/Jay-Jay, Maria, and Levin

"Civilians": Fox, Yellow, Green, "Smile", Bindy, with Fox being the player exempted from killing rules.

Housten and Fox refused to share any rules, while Maria shared hers. The experiment required Jay-Jay, who was originally the only magic user, and was to originally start in ward 2, same as Housten. Fox is notably silent when Levin brags about the no-killing rule, and has the highest odds of dying right out the gate (and almost did). Infinity could have killed everyone in the Penalty Game but didn't. Given the importance of cleaners, each ward could be assumed to start with one, so all this suggests the roles above.

Sporf made an interesting point that exemption from killing rules may exempt them on the receiving end of the killing too.

@Brilliand The paladin clarified that that built-in rule only applies to her symbiotic cells. If she kills using her regular human hands, or perhaps a gun, she won't self-destruct.
I don't recall seeing any indicator that 3 has a similar restriction - he just doesn't like fighting people.

@Sir. Orc I hadn't considered the possibility that Fox might be the exempt one, but now I wonder whether her shoving Tobi back into the hold could have been a kill on her part.
...that exemption could also be in case she loses control (misses her medicine?) and has a rampage.
Fox is a cleaner though, not a "civilian."

@Abbie: There are presumably only four cleaners in the game based on the scene with Lemonade at the setup. These players should be capable of clearing all obstacles on their own, and without the group is destined to fail. We also know at least one player claiming to be a cleaner (Shaliah) is lying, and another is Levin who is also possibly lying.

There is the possibility that Fox has the Saboteur role, or another which would advantage her to pretend to be a cleaner. However she wasn’t able to solve the prime number puzzle, had a high probability of dying right out the gate, and seem to have forgotten the role she gave out at the beginning until she was reminded by there other players.

Given the necessity of cleaners for beating the game, each ward would need to start with one, in case only one ward survived to the mixer room for whatever reason. The needs of the experiment would suggest that Saboteurs should be distributed evenly as much as possible at the start, so that groups have a relatively comparable setup.

The need for each ward to have a cleaner, and Fox’s low odds of survival indicate she is probably not a cleaner, which seems to be bolstered by her actions. Levin’s betrayal also suggests she was trying to play by the rules for the most part, as she got caught in the pit trap which meant she pressed her own button, so she is probably not a saboteur, which is bolstered if the free killing rule applies to her.
