Dangerous power.

He can hear ciel just fine, he's just been ignoring her.

Then why, Ciel, if your only desire is to ensure yours and Noah's survival, do you 1) encourage him to use a power that nearly got him killed the last time he used it, and 2) keep encouraging him to venture out on adventures like these? He could've been reading a book right now, but you felt the need to, yes, manipulate/pressure him into going out and investigating the spirit signature of the cat.

Also, Noah, about Ciel not forcing your hand: Do you remember when she overloaded your auditory nerves in order to prevent you from being able to ignore her just 15 pages back? And do you remember when she subsequently shoting down your desire to not investigate this stuff by arguing that you didn't even have to leave your room to do it?

@Cluedrew: Does Ciel have any reason to believe that it actually would improve Noah's long-term chances of survival? I mean, if she based such a conclusion upon how it went last time, then I gotta wonder how she didn't arrive at a different conclusion...
And she can also subtly manipulate him in more insidious ways when force is out of the question. Noah saying "I'll stay in the comfort of my room" and "I'd rather not get beaten up and kidnapped again" felt to me like his socially awkward way of saying "I don't want to do this," and Ciel telling him that "there is no need to leave your room in order to check it out though, is there Noah" just felt like it was meant to get rid of Noah's socially awkward excuses and get him to do it. (It's really no different from a mother trying to get her kid to do concede to doing chores.)

One thing's for sure though; Ciel is the one who keeps Noah's plot arc running arm. If Noah got his will through, we'd probably be rather bored of just seeing him sit and read his book without anything happening by now... So, even if Ciel IS dangerous and Noah SHOULD think twice about listening to her, she's still good for the plot itself.

We have been led to believe that Ceil was made with Noah’s power, this is supported by the absence of the talking shadows after Ceils appears. Ceil has a special connection to Noah, being able to read his mind, memory, and see through his senses. Although Ceil is suspicious, if she is a manifestation of Noah’s power she has to insure an apathetic boy, under a constant threat of execution by the empire, survives to inshore her own survival. Her actions are an attempt to get Noah somehow prepared for an inevitable dangerous situation.

Or she could be a malicious spirit wanting to experiment with a strange power. I mean her blue coloring is strangely different from Noah’s green spirit energy. This could mean she is completely separate from Noah.

@noname: For long term survival, it might be vital if Noah had a better understanding of his power, because it's proven that it can get him out of immediate danger, like when he was almost crushed/stabbed by thorns from the elf fight. If Noah can either find a way the danger of being in the mental scape or improve his own abilities so it isn't so dangerous to him (both being possible given training or the wishes he can get from his power), then it goes from a double-edged sword of a power to an extremely valuable tool.
To use an anology, if you were given a weapon (and for the sake of this analogy it's a weapon you can't ever get rid of, no matter how much you may want to), it would probably be better to have some training or practice with it rather than hope you never have to use it. Because if you do find yourself in a situation where you have to use it, it's better that you least know what you can do with that weapon, or else you're more likely to injure yourself in the process.

As for Ciel, while we don't know how much of she said has been genuine, it's too early to really make any conclusions. Plus, it's not like Noah has any real way to get rid of her (that we or he know of yet) that wouldn't put him in more immediate risk. He could try ingesting some of that black crystal, but given that it hasn't worked for the illusion guy (assuming that's not just a super unique trait unrelated to magic), that may just rob Noah of any magic ability and risk poisoning himself in the process, if the Royal Guards were being truthful about that part anyway.

Noah using his power on strong beings "made" Ciel on the first place while using it on a cow weakened her.

It stands to reason that in a world full of extremely dangerous power users and countries that want to kill you just for existing. Getting more power is what you should do.

If I were Noah I would be using my power as often as I could on everyone that seems like a good target, to get more power. Because he seems to have two choices get killed by anyone stronger than him for no reason or take the risk in getting more power that may also kill him for no reason.

(Partly in response to noname): Maybe Ciel is actually a manifestation of the author, wanting the story to be more interesting, wanting Noah to be a main character, and wanting plot progression? After all, the author is capable of acting as an 'instruction manual' about the world and Noah himself, and of granting wishes to Noah.
(And authors often do bring 'unrest and destruction' to the worlds of their stories.)
And/or maybe like a railroading dungeon master in a role-playing game, telling the players what they should be wanting to do.

According to Ciel's introduction chapter, she appeared when Noah asked for a "manual" for all the weird stuff he was experiencing, delivered in the form of the prize at the end of an "elf" mind adventure. She seems at least capable of knowing what Noah is thinking at any given moment, so how to "force" him to do things isn't exactly the right terminology here. She can appeal to his own thoughts about a given situation and know what would make him least likely to resist, but she can't make him do anything bad or completely undesirable since he would flatly refuse those kinds of suggestions even with his excuses defeated.

Whether Ciel was ever related to Noah directly is still up in the air, though.
