The fact that they need to train in hiding Spirit hints that they'll be used to fight other Spirit users, so best to be able to hide that stuff.
That's somehow worse than anything I'd envisaged, despite being less lethal.

I wouldn't be surprised if Noah failed the test, despite his good masking abilities. For example because he would be too lazy/cool to hide visually (like standing behind a boulder)... or to put off the umbrella :)
Also, if Garth wins most points, will they send HIM on the mission? I suppose he is not a citizen, but the Empire may want to make him Mr.Rasczak of this universe.

So... given that they can gain points in two ways, does that mean twice as many points are available? I mean, if someone used both powers really well...

Good catch, Whispers of Sorrow! I'd guess the sense technique is like seeing through a Somebody Else's Problem field, i.e. don't pay attention and you'll see a whole heck of a lot more. It'd make a lot of sense.
