Ciel weakened by cow. I remember the cow incident though not it ever mentioning weakening Ciel (IE. a seemingly sentient user manual) Nor can I work out HOW getting inside a cow's head would weaken Ciel?

@Bisected I'm guessing the Empire attracts people from around the world who dislike or fear magic as it seems the rest of the world at least accepts it if not outright embraces it.

Also people in the real world often immigrate to such places if that's where the job opportunity is. Especially if the place they came from isn't that much better. Not sure how many, if any actual democracies exist in the world of HoH.

Page 598, I checked. She suggests that the mind he enters has an affect on his power, though not any indication of what said effect is.

Real life "democracies" are bullshit on our planet, but at least they give something the people want - or they do think they want (in Europe for example migrants want free stuff, which is handed to them on a golden platter, at the cost of citizens).

When you compare Heroland or Lorg to the Justopea, it is easy to imagine that people would prefer the last one. Basically every one country we saw so far was corrupted, but in different way.

Really though, Noah should be worrying about surviving for the next week, the long term stuff can wait until there is a long term. And his powers being weakened? Not an advantage.

@Saiko Not sure the point of the strawman migrant thing there but the last part is fairly spot on, Lorg just dystopicly corrupt, Heroland seems stable but it also appears to have been a fairly aggressive nation at some point and is definitely entirely in the thrall of a corrupt multinational corporation. Comparatively Justopea is calm and stable it's Orwellian nature not immediately obvious until those trained to keep their heads down find themselves reflexively looking up. A question for Neo int the original version of Justopea the empire had fairly recently had a rebellion that removed Emperor Justin, but allowed him to remain a figurehead. Is that the case for this Justopea as well or is the Emperor in full command here?

It's briefly mentioned in Heroland News segment #1 that the Empire considers itself a democratic nation with an elected president; so still the same as aptGG.

As you can imagine based on how involved the Emperor still seems; there might be a difference between "you can vote" & "the Empire is truly democratic" though.

Very true. He actually seems more involved now. If I recall correctly the president of The Empire had to keep reminding the Emperor that he wasn't in charge anymore. I'm guessing here, the Emperor is the one who actually picks the President.
